Police cameras should be used to help ensure that drivers get adequate Motor Insurance cover.
The AA has said that the UK's existing road traffic enforcement procedures could be used to tackle uninsured drivers.
Uninsured drivers cost honest motorists around £30 a year in higher insurance premiums.
"Millions of people are detected committing road traffic offences - by cameras and by local authority parking attendants, for example," said Geoff Hoyle of the AA. "The data collected in this way should be used to check that the vehicles are insured.
"This would target irresponsible road users who, as many studies have shown, are the most likely to cause accidents."
The AA said as many as one in 20 cars don't have insurance.
